Read to Achieve
In 2012, the North Carolina Legislature established the Read to Achieve Legislation. The goal of state leadership is to ensure that every student reads at or above grade level by the end of third grade. Student performance on reading assessments should indicate progress in reading proficiency so that he or she can read, comprehend, integrate, and apply complex texts needed for secondary education and career success. Students in third grade are assessed throughout the year to monitor their growth toward meeting these expectations. An Achievement Level or 3 or higher on the End of Grade test given at the end of May OR meeting ONE of the benchmark targets during the school year is required to meet the Read to Achieve competency requirements.

The Benchmark Exemptions are as follows:
- Achievement score of a Level 3 or higher on the BOG assessment
- TRC Level P or above on any benchmark assessment for Reading 3D
- MAP score of 207 or above during any of the benchmark windows
